Abstract

Strictest obedience to state discipline in preparing reports and prompt submission of exact information objectively reflecting the state of affairs and the fulfillment of economic plans are necessary conditions for successfully solving the socioeconomic tasks of developed socialist society. The slightest violation of these requirements creates difficulties for the effort to achieve optimal management and planning in the economy. At the October 1980 Plenum of the CPSU Central Committee, L. I. Brezhnev stated: The mechanism of administration and planning, the methods of economic management and executive discipline have not thus far been raised to the level of today's requirements. This has introduced difficulties in our turn toward efficiency and switching the national economy to the path of intensive development. Therein lies one of the most important causes of nonfulfillment of plans with respect to a number of indices and of shortcomings and bottlenecks in the economy.
