Targeted Poverty Alleviation Performance Evaluation and Analysis from Micro-Perspective of Poor Households -Taking Linyou County, Baoji City, Shaanxi Province as an Example

Abstract

General Secretary Xi Jinping promoted poverty alleviation to a new strategic height when giving the report of the 19th National Congress of the Communist Party of China, requested all units to insist the guiding ideology of practical and realistic, adapting to local conditions, classified guidance, and targeted poverty conduct poverty alleviation work well and guarantee to build a moderately well-off society in all aspects by the year 2020 so as to help 70 million poor people in China completely get rid of poverty. China's poverty alleviation program has proceeded to the final stage. How is the goal of comprehensively getting rural poor people out of poverty and lifting all poor counties out of poverty by 2020? This paper from the perspective of poor households determines 20 indicators of targeted poverty alleviation performance indexes from four aspects of policy dimension, farmer dimension, social dimension and spiritual dimension, establishes a multi-dimensional targeted poverty alleviation performance evaluation index system using analytic hierarchy process, and conducts empirical analysis with Linyou County, Baoji City, Shaanxi Province as the example. Despite of certain achievements in poverty alleviation of Linyou County of Baoji City, the overall evaluation of the spiritual dimension is very common. Poor population's psychological state such as happiness, self-confidence, enrichment ability and self-value is not satisfactory after targeted poverty alleviation. Therefore, in targeted poverty alleviation, it is necessary to strengthen the spiritual guidance to poor households, focus on psychological counseling and humanistic care for poor households, promote poor households to realize self-value through intelligent double support, and obtain the effect of comprehensive poverty alleviation.
