Abstract

This paper analyses the reasons for the failure of Tanzanian socialism and examines some theoretical explanations. In particular, one section of this paper is devoted to the argument that the Tanzanian model of socialism was flawed because it did not take account of an independent peasantry. This paper summarizes Tanzanian development policies from the pre-independence period onwards and cites their disappointing results. It also uses the Tanzanian case as an illustration of more general problems faced in implementing socialism in Africa.
