Abstract

This paper discusses the discourse on innovation of the Indonesian government's policy in dealing with the COVID-19 pandemic which is faced with cyber security challenges where most government services switch to digital platforms or government as e platforms. Several theoretical frameworks related to policy innovation and cyber security are used to explain the Indonesian government's policy innovation discourse. This study found that the state had a fast and agile response in dealing with Covid-19 but needed new strategies and approaches, namely collaborative, while prioritizing strengthening the role of regional heads which had lasted for more than a decade having an orientation on two things, namely, the first regional accountability to increase the ability of the region to protect and fill the rights of the people and second, to create a local government responsiveness to be able to understand the constraints and needs faced by the community.
