Abstract
This paper comments on R. Caron Cooper and Lee Schipper's paper ‘The Soviet energy conservation dilemma’ published in Energy Policy in May 1991. This paper presents an insider's view of specific features of the Soviet energy conservation problem in the present context of dramatic systemic changes. These changes were not taken sufficiently into account in the Cooper and Schipper paper. Among factors which determine the specific features of the present situation are the following: total economic decline; structural changes; a fall in real personal incomes; a change in the balance of military-industrial expenditures. Analysis of the development of these factors and their influence on energy consumption, allows the present author to forecast some decline in energy intensity before any technological changes can begin.
