Abstract

A macro-evaluation index system of Regional Road Safety Level was established and an evaluation model was evaluated by analytic hierarchy process (AHP) theory and fuzzy logic theory considering the present stage of road traffic safety management system in China. The weights of each index determined by AHP and the ultimate outcome were evaluated by fuzzy theory. The membership function was constructed with the linear interpolation method. According to data collected from 31 provinces in China, the critical values of each level for every indicator were determined. And the road safety level and Road Safety Index were also obtained. The Road Safety Level of the same region during different periods and the different regions in the same period can be compared with each other directly. The worse evaluation index could be concluded and some measures can be taken to improve the regional road safety level. Finally an example was given using the data from the southern city. The rationality and feasibility of the model are verified.
