Abstract

The article deals with the problem of increasing the efficiency of management in the complex, non-linear and dynamical industrial and economic systems in the conditions of the contradictory goals of the subsystems. On the basis of the developed methodology of modeling and management of a complex production and economic system, providing a synergistic synthesis of the subsystem management mechanisms of the production and economic system, mechanisms and models for coordinated control of the interaction of the production and economic system subsystems have been developed to harmonize their conflicting interests. A complex model of management of the production and economic system is presented. It defines, from a unified methodological position, the structure of the management system of the production and economic system and the interrelation of management mechanisms in the form of three blocks of tasks: the formation of an effective enterprise management system that provides resource management and coordination in conditions of uncertainty in the cash flow of the enterprise; formation of an effective pricing management system of the enterprise as a market mechanism for strategic interaction with competitors and consumers; formation of tax burden and tax rates as a tool of tax policy of the state, aimed at stimulating the development of enterprises and economic growth through rational management of the interaction of economic agents. An integrated management model allows to increase the efficiency of decisions making through the use of models and algorithms for coordinated decision. Numerical experiments on the implementation of mechanisms and models are given.
