SWOT분석을 통한 건설사업관리시스템 개발전략 수립에 관한 연구

Abstract

IoT, 빅데이터, 드론, 클라우드 등 정보기술이 등장하면서 정보화 사회가 지능화, 창조화사회로 변화되고 있으며, 건설분야에서도 이러한 정보기술을 접목하여 과거의 노동집약형 산업에서 융합형 첨단기술산업으로 변화를 도모하고 있다. 특히, 건설사업관리시스템은 1998년부터 5년마다 건설사업정보화 기본계획을 수립하여 기능개선 및 고도화를 진행하고 있으며, 현재 2012년에 수립한 제4차 건설사업정보화 기본계획을 기반으로 시스템을 개선중에 있다. 그러나, 급변하는 정보기술의 발전으로 웹호환성, 공간정보, 빅데이터, BIM, 윈도우10 등이 대두되면서, 시스템 개편을 위한 체계적인 계획 수립이 필요한 실정이었다. 따라서, 본 연구는 건설사업관리시스템을 기준으로 새로운 건설IT환경을 반영한 시스템 로드맵을 마련하였다. 이를 위해 건설분야의 내 외부 환경요인을 조사 분석하고, 타 정보시스템의 개발현황과 건설사업관리시스템의 문제점을 도출한 후 SWOT 분석기법을 이용하여 핵심성공요인을 도출하였다. 도출된 결과를 토대로 시스템의 비전, 목표, 추진방향 및 전략, 중점 세부추진과제와 추진일정을 마련하고 델파이방법을 통해 최종적으로 4개 중점추진과제와 9개 세부추진 과제를 마련하였다. 이렇게 마련된 로드맵은 향후 건설사업관리시스템의 운영 지표로 활용되며, 건설분야 유관 정보시스템의 향후 추진전략 수립시 참고자료로 활용될 수 있다. Information technology, such as IoT, Big Data, Drone, Cloud etc., is evolving every year. Information Society is changing Intelligence Society and Creative Society. A new Construction Projects Management System Roadmap is required because it is difficult to reflect the current IT environments based on the CALS(Continuous Acquisition & Life-cycle Support) master plan, which is performed to establish every five years since 1998. This study was prepared for the Roadmap with a focus on Construction Management System based on the 4th CALS master plan, which was performed to establish the 2012 year. To this end, the construction environment and several information systems were investigated and analyzed. The problems of the construction project information system were derived using SWOT analysis, the vision, goal, direction, strategy, main tasks, specific tasks, and timetable of the Construction Project Management System are presented. This roadmap is designed to be used as operational indicators of a future construction project management system.
