Abstract

The Government of Canada is in the process of developing an oceans strategy and management regime for sustainable ocean development. This paper examines the implications of this approach. It develops a basic economic and management framework for dealing with sustainable oceans development, examines some of the issues associated with ocean industries in Canada, and points out some of the inadequacies of Canada's present management of ocean industries (a method that utilizes an individual-industry focus). The paper supports the thesis that a sustainable ocean management regime could be more efficient and effective in solving some of the current and future difficulties faced by Canada's ocean industries.
