Abstract

1. Based on the experience with the arrangements made for observations at the Bratsk hydroelectric scheme after its commissioning, it would appear expedient to establish a more effective continuity between the observations during the construction and operating periods, particularly at major hydropower schemes equipped with extensive and complex instrumentation systems. From this viewpoint, the best arrangement would be to establish, right from the time that the first instruments are embedded, an observation group within the organization responsible for the hydropower scheme under construction, whose functions would include control of MMI installations, and the reading, processing and analysis of the results. The work of such groups should be conducted in close collaboration with leading scientific-research organizations. 2. It is essential to establish a permanent organization for training engineering-technical personnel required for carrying out observations and for raising their qualifications in accordance with improvements made in observational techniques.
