Abstract
This study aimed at designing a character based storybook that students of grade 1, 2 and 3 primary schools could use for literacy programs. This research was a multi-year research expected to be implemented for two years by adopting research development model (R & D) following Sugiyono’s development procedure (2011). Based on the results, there were 12 big books which have been developed, they are Class 1 (Greeting, Alphabet, My Face, and Color), Class 2 (Clothes, Family, Action, and Days in a Week), and Class 3 (Clothes, Food and Drinks, Fruits and Vegetables, and Family Members). After conducting the expert judgment, it was found that the Big Books developed were in very good quality and able to support the learning of English and facilitate the government's literacy program.
