Abstract
The socio-economic program set forth by the Twenty-fifth Congress of the Communist Party of the Soviet Union (CPSU) provides for consistent implementation of measures of public law, of preventive socialization, and of protection of the rights of Soviet citizens; it also provides for observance by all citizens of their duties to society. It is precisely a responsible approach by each citizen to his duties, to the interests of the people, L. I. Brezhnev has commented, that creates the only dependable base for the fullest possible realization of the principles of socialist democracy and true personal freedom. (1)
