Abstract

This study explores how the relationships between established and new industries influence institutional development in new industries. Prior studies emphasize the competition between established and new industries when the new industries are not controversial. This paper highlights the collaborations between established and new industries when the new industries are controversial and trigger social activists’ attacks. By examining state legislation development in the commercial unmanned aircraft industries from 2013 to 2018, this paper complements current understanding of the relationship between established and new industries during institution development.
