Abstract
This article describes several dam failures including the 1928 St. Francis Dam failure and the 1963 Baldwin Hills Reservoir failure in California and the 1963 Vaiont dam failure in Longarone, Italy, and discusses state supervision/jurisdiction of all nonfederal dams in California for safety.
