Abstract

The impact of substitute teachers on student learning, especially on children with disabilities, is often overlooked. Special education substitute teachers must have the appropriate preparation and continuing professional development to be effective professionals. This article suggests ways to develop effective substitute teacher programs. The suggestions are framed around the Standards for Staff Development created by the National Staff Development Council. Substitute training and support systems need to address appropriate context, process, and content. Detailed recommendations are presented.
