Abstract

The scientific article reveals the features of administrative and legal regulation of the securities market.The purpose of the article is to single out the system of subjects of administrative and legal regulation of the securities marketand determine the features of their activities.The authors found that administrative regulation should ensure the protection of public interests, fairness and equality of the marketand the availability and openness of information. The functions of regulation and control over the securities market are carried outby the state through the formation of special structures, the need for which is due to the organization of registration of securities issuesand professional participants in the securities market; the specifics of the methods of regulation associated with the control over theprovision of large amounts of information; the need for constant adaptation of legislation and regulations of the stock market, which israpidly evolving and changing; the need for a wide range of investors to create a body capable of protecting their interests.The Law of Ukraine “On State Regulation of the Securities Market in Ukraine” of October 30, 1996 defines state regulation ofthe securities market as the implementation by the state of comprehensive measures to regulate, control, supervise the securities marketand their derivatives and prevent abuse and violations in this area.The subjects of public administration of the securities market are the Verkhovna Rada of Ukraine, the President of Ukraine andthe Cabinet of Ministers of Ukraine. The National Securities and Stock Market Commission, the Ministry of Finance, the Ministry ofJustice, the National Bank of Ukraine, the State Property Fund, the Antimonopoly Committee of Ukraine, the State Tax Service, etc.play an important role in administrative and legal regulation. management functions in the securities market of Ukraine.The authors of the article believe that the administrative and legal regulation of the securities market in Ukraine is carried out onthe basis of laws and regulations. The activities of public administration bodies are imperfect and need to be further improved byamending national legislation.
