Abstract
The process of the business enterprise organization's development presents the characteristics of complexity and diversity, and the chaos exists inevitably in this process. We should carry on organizational innovation positively to deal with this situation. The enterprise organization is one kind of complex system, and organizational innovation is a special process in the process of organization's development. The system of organizational innovation is also a complex system. The chaos theory is the research in the general rule of complex system. It has the certain instructive function to the complex process of organizational innovation. And the critical state of self-organization in chaos has important significance of practical application to control the innovation's quantity in the process of organizational innovation.
