Abstract

The social security prevention and control is a process of dynamic management, which possesses three characteristics of strategy, integration and systematicness. It is difficult to achieve the optimal input-output ratio in the absence of the optimization of the working structure. In this paper, we proposed a working structure optimization strategy of the public security prevention and control based on the analytic hierarchy process (AHP). Firstly, four basic elements (i.e., people, case, time and space) which impacting the public security prevention and control were extracted. And then three driving modes under different working structures of four elements were concluded. Secondly, the AHP model was established surrounding three driving modes. Moreover, the judgment matrix was calibrated by a number of experts independently. The calculation method of expert weight based on the difference of the single sequence was proposed. The proposed method fused the same judgment matrices calibrated by the experts with the weighted geometric method. Finally, the optimal working structure was obtained after AHP analysis of the fused judgment matrices according to the results of instance analysis.
