Abstract

Drought disaster occurs frequently with wide range covering almost whole China, which has caused large losses in China, especially in agriculture, urban water supply and ecological environment. Drought monitoring and assessment is an important means of drought management for drought relief funds allocation, farmers' loss subsidy, drought relief emergency response initiation, media publicity and so on. According to the statistics of “China Water and Drought Disaster Bulletin” [15], the annual average grain loss due to drought in China reached 25.2 billion kg from 1990 to 2016, and the average number of people suffering from drinking water difficulties in dry years exceeded 27 million. Drought disasters have caused serious damage to China's social productivity, seriously threatening the safety of drinking water, food security and ecological and environmental security of urban and rural residents. At present, drought disaster is still a serious problem for the sustainable development of national economy and society.
