Abstract
The coal mine flood accidents not only lead to major safety accidents involving mass deaths and injuries, resulting in property losses and a massive waste of resources but also damage the environment. The coal mine flood accident prevention is still an important task in China's coal mine safety production management. Although the number of major and above flood accidents in coal mines has declined significantly and the safety situation has improved significantly, coal mine flood accidents have continued to occur for ten years. Therefore, it is imperative to intensify efforts to prevent major and above flood accidents. To eliminate the occurrence of the coal mine flood accidents from the origin, we must provide a scientific basis for the prevention strategies and implementation methods of the coal mine flood accidents. The research that uses the behavioral safety 2 to 4 model and comparative analysis method shows that the root cause of the coal mine flood accidents is the unsafe behavior of a person. This paper analyzed the coal mine flood accident cases from 2011 to 2020 in China. Research indicates that preventing coal mine flood accidents requires controlling a person's unsafe behavior. According to further research, by using scientific and technological approaches to train safety behavior of people, such as three-dimensional (3D) video education, virtual reality training, and database training, then it could be possible to correct unsafe behavior. The training also can increase a person's safety knowledge, improve safety awareness, and cultivate good safety habits, thereby improving the ability to the prevention of the coal mine flood accidents.
