Abstract

The Housing and Urban Development Corporation (HUDC) for which the author had worked for about 30 years has implemented urban development projects totaling 32, 000ha as of today since its establishment in 1955, constantly playing a major social role in the development of new towns. This urban development has two aspects, i.e., supplying land for housing and development of urban infrastructures; both in combination have greatly contributed to creating well-planned new urban areas.This paper discusses the synthesizing process and integration of a comprehensive “hydrologic cycle restoration system” as an advanced form of various flood-controlling measures introduced by the HUDC, from a viewpoint of urban infrastructure development in realizing an ideal form of urban development and flood control.
