Abstract
Peoples living in developing countries are increasingly on the move looking for job opportunities, more income and more advanced life over the borders. Most of foreign workers are now illegally emproyed in Japan. Legal system for immigration in Japan was reviewed. Foreign workers' and trainees' situation was analized. Existence of illegal foreign workers will cause increasingly serious probrems such as sosial unrest, racial and class discrimination, unfairness, inequality and distrust among the peoples. Foreign general workers shall not be introduced in japan now. Their existence will be an obstacle to the structural change of industries in Japan and also did not improve difficult situation in their home countries. Technical training and transfar for foreign unskilled workers shall be promoted.
