Abstract

Coastal development rights are fuzzy, complex and difficult to define, making it difficult to accurately calculate the value of the limited development rights. We calculated the willingness to accept (WTA) in different confined zones using the expectation function model. We also obtained the preferences and local farmer willingness to pay (WTP) for the ecological service functions of mangroves by using the choice experiment. The amount of opportunity loss is used as the WTA, and the difference between the WTA and WTP is regarded as the compensation amount. These approaches can mitigate the large perceptual bias of the object and limitations of coastal development rights. The value of the opportunity loss under development limitations is set as the upper limit of compensation, and farmers’ WTP for ecosystem services is set as the lower limit of compensation. We conclude that the levels of compensation in strongly and weakly confined zones should be Cny 2083.09 per household per year and CNY 1663.98 per household per year, respectively. The government needs to clarify the ownership of coastal development rights, fully understand the livelihood dependence of local people, and alleviate the contradiction between economic development and ecological protection. To some extent, this paper enriches the research on the development rights in coastal zones.
