Abstract

In the era of knowledge economy, human resources are the first resource for the survival and development of cities. Skilled talents are an important part of talents. Skilled human resources are vital to the sustainable development of cities. As one of the most economically developed regions in China, the Yangtze River Delta region is also China's talent highland. With the release of the Yangtze River Delta integrated national strategy, the Yangtze River Delta has become a pattern with Shanghai as the leader and Nanjing, Hangzhou, and Hefei as the sub-centers. As important gateway cities in the Yangtze River Delta radiating to the mainland, the three cities are currently in a critical period of economic transformation, and they all have a huge demand for talents. These three cities of the same level and positioning are also the protagonists in the battle for talents in the Yangtze River Delta.. This paper constructs a city attractiveness evaluation index system for skilled talents, including 5 first-level indicators, including economic environment amenity, living and sanitary environment amenity, scientific research and cultural environment amenity, policy amenity, and city integration cost, and 37 second-level indicators. The entropy method measures the weight of each indicator in the talent attractiveness index system in the past five years, and uses the VIKOR method to construct a comprehensive evaluation model to comprehensively evaluate and compare the attractiveness of skilled talents in the three cities, and to improve skills in each city based on the research conclusions Talent attraction provides targeted policy recommendations.
