Abstract
2019年の台風19号は首都圏においても過去最大級の強風が予報されていたことから，羽田空港や成田空港から全国の空港へ大規模な避難が実施され，その避難場所確保のための調整に一部困難が生じた．保有航空機材の増加と自然災害の激甚化・頻発化を想定すると，従来の航空機避難スキームでは適時の対応が困難で，新たな事前の避難調整スキーム検討と訓練の必要性が高まっていると考えられる．本研究では，2019年の台風19号の際の実際の航空機避難の状況について，ウェブ公開データおよび航空局等へのヒアリング調査から実態の分析を行い，航空機避難や臨時駐機に関わる制約や課題について明らかにした．それらを踏まえ，空港の臨時駐機方法を危機管理レベル別に検討し，複数の自然災害シナリオを対象に避難航空機需要と受け入れ容量についてシミュレーション分析を行い，我が国における大規模自然災害時の航空機避難の実行可能性と課題について考察を行った．
