Abstract

By combining the Project Definition Rating Index (PDRI) with intelligent buildings, green buildings, and construction project management, this study developed the Intelligent Green Building Project (IGBP) to define the scope of pre-project planning. The IGBP can effectively integrate the development strategy, processes, and objectives based on project development needs. The PDRI was developed and applied to industry and construction businesses respectively in 1996 and 1999. It was mainly used to assess pre-project planning and evaluate the performance of project execution, quality, cost, and design change, as well as predict project success. The IGBP-PDRI model in this study included four sections, 11 categories, and 60 elements. The model verification results show that when the total score is ≤ 200, IGBP implementation cost is 2% below budget, schedule is 3% ahead, design change budget is below 2%, building energy saving performance is 22.01% higher than expected, construction waste recycling rate is up by 78.22%, plan review performance is 6.59% higher than the target, construction drawing review performance is 4.87% higher than the target, safety and health audit pass rate is 96.34%, construction review pass rate is 90.45%, and building material inspection pass rate is 99.43%. These results show that IGBP-PDRI can fulfill the overall project quality demand in pre-project planning assessment.
