Abstract

Power supply reliability means the power system's ability in sustainable power supplying, which is a main index in evaluating the quality of power supply system. As the quick development of society and economic, the customers in urban area has an increasing demand on higher power reliability, especially in Yuzhong district located in Chongqing's core zone, which is administrative center, financial center, business center, information center, culture center, the upland of basic education, medical and health institutions, and the passenger transportation hub of land and water. Therefore Chongqing Power Corporation make part of this area as demonstration of State Grid Corporation on power supply high-reliability. The construction of this demonstration area mainly include reliability evaluation on distribution grid, reliability planning on grid structure, reconstruction on distribution grid, risk analysis on distribution grid operation, production and command platform construction, construction of standard operation and management system on regional distribution with high reliability, etc.. After using the distribution grid reliability assessment method based on risk theory to find the weak areas of distribution grid, the ring network optimization, equipment modification and improvements, methods of information support, measures of management and technology were proposed. Through the information exchange bus, distribution automation system, production management system (PMS), 95598 system, geographic information system (GIS), reliability risk assessment system, online-monitoring system and condition-based maintenance system were integrated. With the application of production command platform, production and management processes were refined and optimized, not only the recovery average processing time was reduced significantly, but the process of distribution grid maintenance and recovery can be monitored. After the construction of high reliability demonstration area, the reliability index increased from 99.96% to 99.9991%, service quality on power supply and customers' satisfaction also increased significantly, and consequently good society and commercial benefit were made.
