Abstract
Abstract U.S. jurisdiction more than doubled in 1983 when President Reagan proclaimed sovereign rights over an area extending 200 nautical miles from the U.S. coastline. A major question facing the nation is the definition of the land tenure system for the seabed in this area before any mineral recovery takes place. This paper summarizes the four basic regimes defining mineral tenure today and reflects on selected considerations for use in defining the seabed tenure system.
