Abstract

The article is devoted to clarifying the essence of the structure of public administration. The content of the concept of "structure" is disclosed. It is substantiated that the structure should be understood as an external reflection of the system, which is a set of elements that characterize the essence of any legal phenomenon or process. Of particular importance is the provision of the integrity of the phenomenon or process under study with the help of structural links, as well as its identity to itself, despite changes in the environment.
 The article found that to describe the structure at the methodological level, a number of its key features are used, which include connections (or relationships), elements, relationships, and functions, i.e. any structure consists of a number of elements that are in relationships or relationships with each other, while performing certain functions.
 The type of public administration is an autonomous and independent of subjective perception area of activity of public administrations, in the course of which they, by exercising their competence, achieve the goals and compliance with the mission of their functioning.
 The article determines that the structure of public administration and its methodologically correct expression are important for considering legal phenomena, in which, thanks to the structural approach, the most significant elements can be distinguished. the interrelationships between which give rise to certain patterns that find their consolidation both in the field of rule-making and law enforcement activities. As an ordered set of certain connections that exist within phenomena and processes and remain stable regardless of changes in external circumstances, the structure plays an important role in understanding the essence of public administration.
