Abstract

The article provides a thorough analysis of the current state of research on the development and implementation of models, methods and mechanisms of infrastructure projects. The analysis showed that despite the widespread use of project management basics, the number of emergencies is increasing. The main reasons are no application of a safety-oriented management in project planning and emergency response, the lack of clear structuring of projects and no taken into account the continuous change and the impact of a turbulent project environment. However, the application of a standard project and safety-oriented management to project management cannot meet the requirements and challenges that arise, and most importantly, they cannot guarantee the complex implementation of infrastructure projects. The solution of the problem was to carry out complex detailing of the infrastructure project, to form a model of structural decomposition of the infrastructure project, which includes decomposition of the project using existing project mono-templates at different phases of the project life cycle and the impact of changes on it. Has been developed a safety-oriented structural decomposition model of an infrastructure project - a three-dimensional structure consisting of 3 parameter planes. The peculiarity of this model is the existence of interconnections of planes that arise when they intersect. Only 1 triadic point of intersection of 13 is possible, where all 3 planes intersect, forming the core of the infrastructure project and creating the prerequisites for receiving the product. On the basis of the above, a generalized model of security-oriented structural decomposition management of infrastructure projects has been formed, which is an important tool for planning, implementation and commissioning of infrastructure projects, since the interaction of the selected elements of the model is combined in such a way that provides synergies of favorable conditions for infrastructure projects realization and safe conditions of its functioning.
