Abstract

The professional culture of civil servants is inwardly structured and can be presented a theoretical model that contains: supersystems of higher order, subspecieses of cultures, components (structural and function-al); criteria of evaluation of professional culture and levels of its formed. The components of professional culture of civil servants are divided into structural and functional. It is well proven that the structural, in same queue, are divided into base: professional values, professional norms, professional motivation, profes-sional qualities; but on kompetentnisni: professional knowledge’s, professional abilities, professional skills, work experience.In the article the analysis of structural base (professional values, professional norms, professional mo-tivation of activity, professionally important qualities of personality) is done and kompetentnisnikh compo-nents: (professional knowledge’s, professional abilities, professional skills and work experience) professional culture of civil servants, which enables to the system understanding of its maintenance.
