Abstract

While the Soviet Union possesses enormous natural fuel and energy resources, they are extremely unevenly distributed throughout the nation: more than 90% of them are located to the east or southeast of the Urals, of which 60% are located in Siberia. Less than 10% of these resources are located in the European regions and the Urals. At the same time, approximately 77-80% of the consumption of fuel and energy resources is concentrated in the European regions and in the Urals. To meet the needs, fuel is shipped in from the eastern regions. Moreover, the comparative technical and economic indices (capital expenditures per unit of output and enterprise cost of production) per ton of standard fuel extracted in Ekibastuz and in the Kansk-Achinsk and Kuznetsk (open-pit method) basins, and the technical and economic indices on Tiumen and Mangyshlak oil and Tiumen and Central Asian gas are substantially lower than those of fuel extracted in the European regions.
