Abstract

At the beginning of 1984, the Organization Department of the CCP Central Committee issued the circular "Suggestions on Stepping up Recruitment of Party Members among University Students," in which it asked all institutions of higher learning to raise their awareness of the importance of recruiting party members among university students. The circular envisions that, after cumulative efforts of three to five years, key universities and other large universities should gradually develop into a situation in which there are party members in classes of the junior year, party groups in classes of the senior year, and party branches in every grade. As for other colleges and specialized colleges, they should also proceed from their own state of affairs and strive to set up a student party branch in each department.
