Strengthening of Community Cooperation Security Policy by Increasing One Person Household

Abstract

본 연구는 최근 1인가구 비중의 증가로 인한 가구형태의 변화는 범죄의 증가와 맞물려 치안환경의 주요 요인 중 하나로 평가 받고 있다. 일반가구 중 1인으로 구성된 가구를 의미하는 1인가구수는 2000년 222.4만가구 였던 것이 2017년에는 561.9만가구로 늘어나 전체 가구의 28.6%의 비중을 차지할 정도로 급격하게 늘어난 것이 현실이다. 또한 2017년의 경우 남자 1인가구는 279.2 만, 여자 1인가구는 282,7만가구이고, 노인독거가구는 전체가구 대비 23.6%를 차지하고 있을 정도로 범죄취약계층인 여성과 노인의 비중이 1인가구에서도 높은 것이 현실이다. 지금까지 해오던 범죄예방과 대응만으로는 늘어난 1인가구에 대한 문제점을 해결할 수 없고, 지역사회를 바탕으로 한 유관기관 및 시만단체들 간의 협력이 반드시 필요하다. 첫째, 지역사회내 공공기관 및 시만단체 등과의 협력네트워크 구축이 필요하다. 둘째, 1인가구를 위한 방범서비스 지원을 강화하여야 한다. 셋째, 1인가구 대상 안심택배보관 서비스를 확대하여야 한다. 넷째, 1인가구 집중거주지역 내 안심시설 설치를 확대하여야 한다.This study is evaluated as one of the major factors in the security environment, in line with the recent changes in household types caused by an increase in the proportion of one person households. The reality is that the number of one person households, which stands at 2.2.4 million in 2000, rose to 561.9 million in 2017, accounting for 28.6 percent of all households. Also, the proportion of women and senior citizens in the criminal vulnerable bracket is high, with one male household accounting for 2.79.2 million and one female household accounting for 28.27 million and the elderly alone accounting for 23.6 percent of the total households in 2017. The crime prevention and response that has been made so far cannot solve the problem of the increased number of one person households, and cooperation between related agencies and municipal organizations based on the community is essential. First, it is necessary to establish a cooperative network with public institutions and municipal organizations in the community. Second, the government should strengthen support for crime prevention services for one person households. Third, the government should expand the services for safe-ha torage for one person households. Fourth, the establishment of a secure facility within the concentration residential area of one person household should be expanded.
