Abstract

The strategy of public agents in Alsace concerning economic development and planning : 1982-1989. Decentralisation has conferred new roles on local communities : greater initiative and scope of responsibilities, innovative patterns of negotiations with the government, amongst themselves and with the private sector. We have studied these aspects in local communities in Alsace to determine their respective tasks, their choice in matter of incentives and the consequences of their strategic decisions on local space, also some examples of interaction between the private and public sectors (local development, high technology parks, reclamation of waste land). Concerning the effects of these new dynamics on space, it is necessary to reconsider the patterns and methods of spatial planning.
