Abstract
Adaptation of the Extension Agricultural Model to non-traditional programming can be effectively applied in training local government officials. The primary role of the trainer in this frame of reference is that of a change agent. This paper presents the basic Extension Model upon which programming is based, describes the vehicle established for implementing programming, outlines the general programming process, and briefly discusses two examples of specific training efforts.
