Abstract

Strategic vulnerability has evolved from a very simple and straightforward notion to a more complex one. Included in any meaningful discussion of vulnerability today must be strategic and decision-making issues that are incompletely conceptualized. Policymakers cannot have confidence that force exchange models or postattack firepower ratios reveal much or even most of the important components of vulnerability.
