Abstract
The article considers the genesis and effectiveness of the development of a multilevel system of strategic planning in the Russian Federation at the national, interregional and regional levels. It is shown that at the regional and municipal levels of strategizing the situation in the new millennium was much more positive than at the national and interregional levels. As an example, the Spatial Development Strategy of the Russian Federation for the period up to 2025 is considered, and the text of the expert opinion of the Institute of Economics and Industrial Engineering, Siberian Branch of the Russian Academy of Sciences on the draft Strategy for the socio-economic development of the Siberian Federal District (SFD) until 2035 is given. It is concluded that that this document has numerous shortcomings and cannot be accepted even as the basis of the SFD strategy. Taking into account the special importance of the development of Asian Russia as a priority area of national and interregional strategizing in the current geopolitical and economic conditions of global instability and turbulence, directions for its modernization are formulated.
