ABSTRACT
 
 The implementation of green building (GB) in DKI Jakarta is important as one of the solution to reduce environmental damage and minimize CO2 emissions as the main cause of global warming that is currently happening in the world. In the Grand Design of Green Building in 2030, Jakarta will reduce energy consumption, water consumption and CO2 emissions by 30 percent respectively. However, in its implementation until early 2021, only 36 buildings had GB certificates, and in 2020 the reduction of CO2 emissions only reached 13,789 tons CO2e (0.41%), which means the implementation of GB has not been done optimally. Therefore, the problems to be solved in this research are 1) What are the obstacles faced in implementing GB in DKI Jakarta? 2) What is the strategy to implement GB in DKI Jakarta optimally? By using literature study to obtain the constraint variables in the implementation of GB, which were distributed to stakeholders through questionnaires to obtain their perceptions, it is known that the hierarchy of obstacles to the implementation of GB is the lack of knowledge and experience of contractors regarding GB, lack of best practices and lessons learned about GB, lack of socialization from the government regarding GB , financing and maintenance of GB which considered to be expensive by the project owner, lack of experts in government who understand GB, lack of knowledge and expertise of the consultants regarding GB, financial risk that is perceived as too risky by the project owner, and difficulty to obtain certificates that ensure the material used are environmentally friendly materials. To overcome these obstacles, using a SWOT analysis, strategies for implementing green building in DKI Jakarta are described.
