You are Jess B., representing your own strategic communications firm in the Washington, DC, area. You are currently considering your options for responding to a federal Request for Proposal (RFP) for ProjectPrepare, a regional emergency-preparedness initiative, and negotiating with Change Analytics, a strategic partner with whom you would collaborate in responding to the ProjectPrepare proposal. This contract offering has been earmarked for an 8(a) certified small business. Your strategic planning partners assume the brunt of the change-management labor, such as meeting with police, fire, and emergency transportation services, as well as senior hospital and health-system executives and various political figures and government officials. . . .
