Abstract
Steering is a process by which providers of housing and housing related services direct families to neighborhoods in which their race is highly represented. Many actors and agencies have long been involved in racial steering, including government agencies, real estate and rental agents, and mortgage lenders. Though prohibited by law, the practice continues and contributes significantly to segregated housing.
