Abstract

The performance of the Soviet economy improved from the autumn of 1933, but the crisis on rail transport again re-emerged in the winter. The series of decrees instituted by the party and government in 1933 to improve efficiency and strengthen control provided no immediate solution. In 1934 the drafting and approval of the Second Five Year Plan provided a focus for reappraising rail transport policy. The XVII Party Congress provided an opportunity for the party to examine NKPS’s performance in the wake of the crisis of the two preceding years.
