Abstract
1. In accordance with the Constitution of the USSR, the USSR Ministry of Education is a union republic ministry. The USSR Ministry of Education shall exercise leadership of general education through the secondary level, preschool education, and the development of pedagogical sciences in the country. The Ministry of Education of the USSR shall bear responsibility for the state and further development of the system of public education, for the quality of instruction and character training among children and youth in the schools of general education, and in children's preschool and out-of-school institutions, and for the state and development of pedagogical sciences in the country.
