Abstract

This essay studies the issues concerning autonomous district councils with relation to executive power, judicial power, legislative power, financial power and the conflict with the state legislature. The essay will also analyse Para 12 (A) of the Sixth Schedule which goes on to say that in a situation of a conflict between the two, the state will enjoy the superiority power; what is the viability of such an autonomous district council if the state’s power is going to prevail over it? Other points of discussion will include the disparity among autonomous bodies and local bodiesand the challenges in front of autonomous bodies. Whether they indulge in the misuse of financial autonomy given to them? Whether they are able to play any role in strengthening the planning process? We will also analyse some other aspects of the evolving relationship between tribal communities in Northeast India and the Indian state.
