Abstract

A RECENT PLANNING MEETING held by the National Research Council's Committee on Science, Engineering & Public Policy (COSEPUP) served to highlight what appears to be growing interest in the role of the states in R&D funding. In 1995—the latest year for which figures are available—states funded R&D to the tune of about $3 billion. Although it is unclear whether and how COSEPUP will further study the issue of state R&D funding, the planning meeting itself provided some important insights. The crowded meeting, said a number of attendees, indicated the growing level of interest in the subject. The policy analysts and representatives from state governments who were on hand provided brief presentations about the major issues states must deal with regarding R&D funding. Those issues include the development of a political rationale for R&D funding, evaluation of the success of state R&D investments, and the need to determine optimal investments for state R&D funds.
