Abstract
The current state of Ukraine’s economy, which influences the crisis of socioeconomic and political nature, in turn, negatively impacts on the implementation of the social policy’ basic principles. It is considered that its main component is to guarantee the social protection for people. Therefore, the issue of determining the directions and principles of implementation of the main provisions of the mechanism of the social protection system comes to the fore. State policy in the field of social protection is one of the main directions of integral state policy and an important factor in ensuring the vital needs of the population. This category firmly consolidated in the scientific world of specialists in social sciences and exists along with such types of policy of the state as state youth politics, state-owned informatization policy, state economic policy, etc. At the same time, the modern process of transforming the social system determines the need to study a number of topical theoretical and practical issues regarding public administration in the field of social protection, in particular disadvantaged people. In the article, using a taxonomic analysis, an integral indicator was proposed that characterizes the existing state potential in the field of social protection of disabled people, and allows you to identify changes in indicators in their dynamics and weaknesses that have the biggest impact on the change in quality level indicator Social protection of such persons. The use of taxonomic analysis in the study of the quality of social protection of the population has a number of advantages such as: the ability to aggregate diverse information into one effective indicator; to apply a large number of indicators, even if they have different measurement units; to include additional indicators. It is concluded that the proposed methodological approach to assessing the level of social protection of persons who have an inoperable age may become a basis for improving the effectiveness of the state policy. According to the results of the conducted research, the need to improve the state policy on social protection of the population and the search for additional reserves for the payment of assistance to socially vulnerable layers of the population is proved.
