Abstract

The most significant part of the development process not analysed in Chapter 4 is the influence of state regulation and control of development. For the majority of the Twentieth century the most fundamental aspect of state intervention in the development process has been guidance, through the preparation of development plans, and regulation, through development control. In addition, the state has also developed and enforced various regulations about the construction of buildings and the use of the environment.
