Abstract

The article discusses scientific approaches to the definition of the concepts of administrative procedure and administrative regulations in modern jurisprudence. The author’s definition of the concept of an administrative procedure for the provision of public legal services for the state registration of NPOs is proposed. The differences in the administrative and legal regulation of the implementation of administrative procedures during the state registration of NPOs in Russia and in the countries of the European Union are revealed. The stages of administrative proceedings for the provision of public law services for state registration of NPOs in Russia are determined. The article reveals the peculiarities of the administrative-legal regulation of the provision of public-legal services for the state registration of NPOs in the countries of the European Union in terms of the established requirements for the constituent documents of the recipient of the service.
