Abstract

The purpose of the article is to determine the main directions of the state policy of human rights in the field of national security in the conditions of digitalization development on the basis of research of scientific views, normative documents in the field of national security, human rights, as well as digitalization of the country. To achieve this goal, the following tasks are set: to provide arguments for the relevance of the chosen topic for research; describe the content of certain areas; provide justification for the importance of ensuring state security and human rights in the context of digitalization; to determine the relationship between information and cyber security at several levels – the security of the individual, society and the state. The methodological basis of the scientific article is a holistic and coherent system of methods, which allowed to properly analyze the subject of research, in particular, used scientific methods of analysis, synthesis, induction and deduction. The theoretical basis of this publication were the works of domestic scholars on human rights in the field of national security in the development of digitalization, as well as the speeches of government officials at special events on selected topics. The scientific novelty of the publication is that on the basis of the analysis we distinguish two areas of human rights in the field of national security in the development of digitalization: 1) information security as a component of national security in the context of digitalization; 2) introduction of digital transformation of the Armed Forces and ensuring information security. At the same time, it is substantiated that such areas can be identified more than 2, but given the limited scope of research, other areas will be the subject of further research. Conclusions. It is argued that information security should be considered in conjunction with cyber security. In this case, their symbiosis can be represented at three levels: security of the state, security of society, security of the person. The article emphasizes that the information and cyber security of a person should be put on the highest level: its provision will become the basis for ensuring the information security of society and the state as a whole.
