Abstract

This chapter is based on a study on climate e-governance, which looks into how information and communications technologies (ICTs) are being deployed by local government units (LGUs) in Metro Manila, Philippines, for monitoring of climate change and impacts, disaster management, and climate change adaptation. Among the identified underlying challenges with respect to ICT adoption of LGUs is the seeming gap between the ICT capacities of LGUs and their climate action responsibilities. Advanced ICTs are operated at the national level but major climate action responsibilities are actually devolved to LGUs. This makes LGUs dependent on forecasts and data from national government agencies for their climate information needs. As such, this suggests the need to improve the integration between the use of ICTs and the overall climate action framework of the government to make the dynamics of national and local government units for climate action more efficient.
